Core Team

Provincial Disaster Management Authority Punjab is responsible for the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery in order to lessen the impact of disasters. It provides leadership for the development of regional disaster and crises management policies and program approaches, with a focus on disseminating the principles and rules for Humanitarian Assistance, supporting the process of strengthening movement coordination and cooperation.

Nisar Ahmed
Director (Operations)

Nisar Ahmed joined PDMA in 2010 and since then, he has served in this esteemed department at various positions including Assistant Director (Coordination), Deputy Secretary (Recovery)-Board of Revenue, Deputy Secretary (Colonies)-Board of Revenue, Director (Operations)-PDMA, Director (Coordination)-PDMA, Drawing Disbursement Officer (DDO)-PDMA, Social Media Coordinator-PDMA, Liaison Officer and Procurement Officer-PDMA.

At PDMA, besides the routine responsibilities, he assisted various operations focused on the entire Disaster Management Spectrum (rescue, relief and rehabilitation) within Punjab province as well as in other provinces of the country and guided in execution of mega projects and other activities like Model Villages 2010 (construction of 22 model villages with worth of PKR 1.5 billion for more than 5000 families), Watan Card 2010( cash compensation programme of  PKR 27.5 billion for over 360,000 families), Khadim-e-Ala Relief Card 2012, Awaran Earthquake 2013, IDPs (Internally Displaced People of South Waziristan) 2014, Khadim-e-Punjab Imadadi Package (KPIP) 2014 (cash compensation of PKR 16 billion for over 350,000 people), Flood 2015, and Prime Minister’s Kissan Package 2015 (cash compensation of PKR 25 billion for over 1.1 million farmer).

In 2016, he was assigned the responsibility of Project Coordinator in Project Implementation Unit, PDMA  for the initiation and implementation of two integral international projects; Disaster and Climate Resilience Improvement Project (DCRIP) and Flood Emergency Reconstruction and Resilience Project (FERRP) funded by World Bank and Asian Development Bank (ADB) respectively. DCRIP is a US$125 million aims at enhancing fiscal and physical resilience through climate change mitigation methodologies.  Similarly, FERRP is an over US$ 200 million project targeting the restoration of flood protection infrastructure and the capacity building of the government department to manage disasters and climate variability. These are ongoing projects and his target is to achieve all deliverables within the stipulated time frame including completion of Multi Hazard Vulnerability and Risk Assessment (MHVRA) in 20 highly vulnerable districts of Punjab.

He is a committed professional, and a permanent officer of this organization with extensive experience of more than 8 years having diversified practical and institutional knowledge in the field of Disaster Risk Reduction (DRR), Disaster Risk Management (DRM) and Multi Hazard Vulnerability and Risk Assessment (MHVRA).He has also represented PDMA, Punjab at various national and international forums.

Imran Mughal did his M.Com from Bahauddin Zakariya University, Multan in 1999. He joined Department of the Auditor General of Pakistan in July, 2001 and has also served in Parks and Horticulture Authority (PHA), Lahore as Deputy Director, Finance on deputation basis.
